Organization

Organisation of the Human Resource Management Service

The following main internal units comprise the Service:

1) Department for HR Selection and Development;
2) Department for Analytical Affairs;
3) Department for Legal, Financial and General Affairs.

The Department for HR Selection and Development performs tasks related to: conducting job competition procedures to select staff in public administration bodies and services of the Government; improving selection procedure and developing selection tools and techniques; developing civil servants` career; monitoring the appraisal of civil servants and drafting annual reports; analysis and assessment of civil servants` training needs; preparing a proposal for the general professional training programme; organising and implementing professional training in line with the adopted programme; impact analysis of delivered training courses; projects aimed at supporting the work of the Service, international cooperation with donors and institutions responsible for civil servants` professional training; cooperation with public administration bodies in the areas within the remit of the Department and other tasks concerning the selection, appraisal, development and professional training of civil servants.


The following constitute internal units of the Department for HR Selection and Development:

1) Staff Selection Section;
2) Professional Training Centre.

The Staff Selection Section performs tasks related to: conducting job competition procedures to fill executorial posts and participating in the work of selection panels in public administration authorities; testing the skills necessary for executorial and appointed posts by means of psychometric tests; improving the staff selection procedure and developing selection tools and techniques; cooperation with public administration bodies in the areas within the remit of the Section and other tasks concerning the staff selection.

The Professional Training Centre performs tasks related to: analysis and assessment of civil servants` training needs; preparing a proposal for the general professional training programme; organising and implementing professional training in line with the adopted programme; impact analysis of delivered training courses; projects aimed at supporting the work of the Service, international cooperation with donors and institutions responsible for civil servants` professional training; cooperation with public administration bodies in the areas within the remit of the Centre and other tasks concerning the professional training of civil servants.

The Department for Analytical Affairs performs tasks related to: analysis of job descriptions and jobs and their proper classification in grades and types; drafting standard job descriptions; providing opinions about internal organisation and staffing table rulebooks in public administration bodies; improving the job classification system; monitoring, analysis of the situation and staffing needs; preparing a proposal of the HR Plan and monitoring its implementation across public administration bodies; establishing and updating databases in the information system managed by the Service; administering the Central HR Registry on civil servants and employees; keeping internal labour market records; helping civil servants with their transfer and work in project groups and helping public administration bodies solve their staffing needs; designing, setting up and maintaining a computer network with elements of protection; taking care of the computers and network used by the Service; creating and updating the website of the Service; advertising internal job competitions for executorial posts; posting job competitions on the website of the Service; cooperation with public administration bodies in the areas within the remit of the Department and other tasks concerning job analysis, HR planning, information system and internal labour market.

The following constitute internal units of the Department for Analytical Affairs:

1) Section for Job Analysis and HR Plan;
2) Group for the Central HR Registry and Information Systems.

The Section for Job Analysis and HR Plan performs tasks related to: analysis of job descriptions and jobs and their proper classification in grades and types; drafting standard job descriptions; providing opinions about internal organisation and staffing table rulebooks in public administration bodies; improving the job classification system; reviewing job descriptions by focusing on the purpose of a job and applying criteria to evaluate a job in order to determine its grade; coordinating activities of HR units in the drafting of HR plans of public administration bodies; preparing a proposal of the HR Plan and monitoring its implementation by means of documents on internal organisation and staffing tables in public administration bodies; advertising internal job competitions for executorial posts; keeping internal labour market records; helping civil servants with their transfer and work in project groups and helping public administration bodies solve their staffing needs; cooperation with public administration bodies in the areas within the remit of the Section and other tasks concerning job analysis, job descriptions and HR planning.

The Group for the Central HR Registry and Information Systems performs tasks related to: establishing and updating databases in the information system managed by the Service; administering the Central HR Registry on civil servants and employees; designing, setting up and maintaining a computer network with elements of protection; taking care of the computers and network used by the Service; creating and updating the website of the Service; posting job competitions to fill executorial and appointed posts on the website of the Service; cooperation with public administration bodies in the areas within the remit of the Group and other tasks concerning the information system and internal labour market.

The Department for Legal, Financial and General Affairs performs tasks related to: specialist, technical and administrative affairs for the High Civil Service Council and selection panels appointed by the Council for the purpose of filling appointed posts in public administration bodies; advertising internal and public competitions to fill appointed posts; specialist, technical and administrative affairs for the Government Appeals Board; ensuring the preconditions and resources for the work of the High Civil Service Council and the Government Appeals Board; labour relations of civil servants and employees in the Service; health and safety at work; financial, material and accounting affairs; procurement of equipment and goods; access to information of public importance; cooperation with public administration bodies in the areas within the remit of the Department and other legal, financial and general affairs.

The following constitute internal units of the Department for Legal, Financial and General Affairs:

1) Group supporting the High Civil Service Council;
2) Group supporting the Government Appeals Board;
3) Group for Financial and Accounting Affairs.

The Group supporting the High Civil Service Council performs tasks related to: specialist, technical and administrative affairs for the High Civil Service Council; preparing sessions of the High Civil Service Council; drafting minutes of the High Civil Service Council sessions; drafting documents of the High Civil Service Council; organising the work of selection panels appointed by the Council for the purpose of filling appointed posts; drafting minutes and other documents of the selection panels; advertising internal and public job competitions to fill appointed posts and other tasks related to providing support to the High Civil Service Council.

The Group supporting the Government Appeals Board performs tasks related to: specialist, technical and administrative affairs for the Government Appeals Board in acting upon appeals of civil servants against decisions determining their rights and duties as well as appeals of participants in internal and public job competitions; drafting documents of the Government Appeals Board; cooperating with a public administration body which adjudicated in the first instance concerning documents necessary to act upon an appeal; preparing sessions of the Government Appeals Board; drafting minutes of the Government Appeals Board sessions; submitting second instance decisions to first instance administrative bodies; preparing statements of defence in trial proceedings; maintaining a case file registry for the Government Appeals Board; drafting analyses and reports on appeal proceedings; providing information to clients about the course of appeal proceedings and other tasks related to providing support to the Government Appeals Board.

The Group for Financial and Accounting Affairs performs tasks related to: planning resources to finance activities within the remit of the Service, the operation of the High Civil Service Council and the Government Appeals Board; lawful and dedicated spending of budgetary funds and approved project funds provided by donors; drafting annual financial statements; drafting budget execution reports; performing internal audit of accounting documents and procedures in the execution of the Service budget; processing data for the purpose of calculating civil servants and employees` salaries and allowances; accounting affairs and other tasks related to the financial and accounting operation of the Service.
